DOCUMENTATION REQUIRED TO TRANSPORT PETS IN PARAGUAY

All pets entering Paraguay must comply with SENACSA regulations. Documentation varies depending on the species:

DOG AND CATS

Dogs and cats are the most commonly transported pets in Paraguay. Requirements include:

  • Microchip identification (ISO standard recommended).

  • Rabies vaccination certificate: Mandatory for pets over 3 months old, issued at least 21 days before travel.

  • Official veterinary health certificate: Issued by an accredited veterinarian within 10 days of travel. Must include proof of vaccinations and parasite treatments.

  • Import permit from SENACSA: Required for all dogs and cats entering Paraguay.

  • Internal and external parasite treatments: Must be recorded on the veterinary certificate.

⚠️Special rule: SENACSA may require additional distemper, parvovirus, or leptospirosis vaccines depending on the origin country.

BIRDS

Importing and transporting birds into Paraguay is tightly controlled. Requirements include:

  • Veterinary health certificate issued within 72 hours of travel.

  • Import permit from SENACSA.

  • CITES permits for exotic or endangered species such as parrots, macaws, or cockatoos.

  • Possible quarantine on arrival depending on the country of origin.

⚠️Important: Native Paraguayan birds (such as chopi or cardinals) are strictly protected and cannot be traded or exported.

SMALL MAMMALS (RODENTS, RABBITS, FERRETS)

For small mammals, Paraguay requires:

  • Veterinary health certificate issued within 10 days before travel.

  • Rabies vaccination required for ferrets. Rabbits and rodents do not typically require rabies vaccination but must be certified as healthy.

  • Import permit from SENACSA, particularly for exotic or non-domestic species.

⚠️Special rule: Certain exotic rodents or wild mammals may also require environmental permits from SEAM (Secretaría del Ambiente).

  • Dogs: Popular breeds include German Shepherds, Poodles, and mixed-breed companions.

  • Cats: Domestic short-haired cats and pure breeds like Persians are common in cities.

  • Birds: Small aviary birds such as canaries and parakeets, though imports are restricted.
